You must be a current or former foster student who meets one of the following:
is currently eligible for Chafee services. This includes students that have exited Children’s Division custody at age 18 or later until the age of 21.
was adopted from U.S. foster care with the adoption finalized AFTER your 16th birthday.
was placed in kinship guardianship from U.S. foster care after your 16th birthday.
You must be a U.S. citizen or qualified non-citizen.
Your personal assets (bank account, car, home, etc.) are worth less than $10,000.
You must be at least 18 to apply for the first time. You may reapply for ETV funds, if you have a current grant, up to the age of 26.
Has accessed ETV funding less than the 5 year limit (consecutive or intermittent).
You must have been accepted into or be enrolled in a degree, certificate or other accredited program at a college, university, technical, vocational school. To remain eligible for ETV funding, you must show progress toward a degree or certificate.
Amount: Up to $8000
Deadline: Varies
The program offers comprehensive funding and support for up to 12 months – including pre- and post-training time – while you earn a credential.
The credential must be earned in 9 months or less.
The maximum award amount is $8,000.
If you’re in a no-cost Workforce Program, CCE funds can be used for living assistance such as rent payments, gas cards, etc.
If you need 15 credits or less to earn an AA or BA/BS and you’ve used up all federal and state higher education funding (such as Pell and ETV), CCE funds may be used to pay tuition & fees and buy books.

You may be eligible for Missouri Reach Tuition Waiver Program if you:
Are a Missouri resident
Graduated high school within the last three years or passed the HiSet exam
Have been in foster care or other residential care through the Department of Social Services as of:
The day before your 18th birthday
The day of your 14th birthday, if you were also eligible for adoption on/after that day
The day you graduated from high school or received your HiSet
To be eligible for a waiver award, you must:
Apply to and be accepted to an institution no later than:
Three years after you left foster care
Three years after you graduated high school or received a HiSet (whichever is earliest)
Your 21st birthday
Apply for other student financial assistance, other than student loans
Apply to the coordinating board for higher education for a determination of eligibility
Complete a minimum of 100 hours of community service or public internship within a year beginning September 1 each year you receive a tuition and fee waiver award
